Milestone Dynamic Resources

Engine has already a base implementation of dynamic resources. A plugin does check whenever a resource/file has changed and will force the resource managment system to reload it. However this works only under Linux (Kernel 2.6). I would like to improve the functionality and release the plugin for other operating systems too.
